Her application for British Citizenship was refused on good character grounds. In the review application Chengetai successfully argued, the client should be granted citizenship notwithstanding her lack of good character, because she is a refugee and the 1951 Refugee Convention requires hosts nations to facilitate and expedite the assimilation of refugees. Refusing the application on good character grounds did, in all circumstances of this case, amount to blocking and/or frustrating the principle of assimilation.
